You, in the US are much more open to talk with other unknown people.
Not here in Germany.
But I am a 1/2 Austrian so we are different.
Much more friendly to strangers.
My mother always told me :
friendliness is for free
Even to one who you totally dislike, stay friendly.
This way one will beat him totally
I will say that it takes a lot more resistance to not to joke around a stranger than to talk as you do not know how a stranger will take your humor. LOL
