PowerCore+ 26800 PD 45W not working!?

I purchased a brand new PowerCore+ 26800 PD 45W but it doesn’t seem to work.

When I charge the battery over USB-C (with the original charger and cable) the LEDs light up and animate from half to full circle. That probably means the battery is charged 50%. When I disconnect the charger and press the button no LEDs light up. When connecting to my Google Phone or MacBook Pro no indication of power delivery shows…

Is this battery defective?

Sounds like it is. Before sending it back, use a different charger and cable to charge and see if that somehow makes it work
