That’s strange… so anker is sending an additional item even though you bought it from a 3rd party seller and it was used?

Nope Ankerdirect was the seller (not 3rd party)
Amazon handles the shipping and logistics part of it.
Most likely what happened was that item was returned to amazon and when they got my order they shipped that used item to me

That’s kinda stupid. I thought they had to check everything before they send stuff. Or put the returned item in a “used item bin” if products show obvious signs of usage (hopefully it make sense 
)
When you handle millions of items on daily basis these things do happen.
