I recently bought a few Anker PowerCore 26800 power banks, along with a 4-port charger so I could fast charge two at a time (specifically https://www.amazon.co.uk/gp/product/B06Y5RJ32B/ref=ppx_yo_dt_b_asin_title_o09_s01?ie=UTF8&psc=1). Although it charges a single bank from two ports at once fine, as soon as I plug a second bank in for charging (using one or two single cables), the charger starts making a high pitched whistling sound. It seems to still be charging, and (so far) no observable negatives, but I was wondering if this behaviour is actually normal or if I have a defective unit - anyone else had this?

Do you get the same behaviour if trying to charge four non-powercore devices such as a speaker, earbuds etc?
If there is a high pitch whistling I would think either the adapter is under strain (connected devices are trying to pull more power than the adapter can output, though the PowerCore’s should only try to pull the amount that is offered) or it is a faulty unit.
Regardless I would suggest reaching out to support@anker.com and refrain from having both PowerCores charging at the same time and/or unattended until you have some feedback from support.

In chargers and such devices, the internal components vibrate. The vibration varies depending on the load, normally the higher the load the more vibrations occur.
This is normally subdued by manufactures applying glue to coils and resistors that could vibrate to deaden the sound.
It’s quite possible the unit isn’t faulty and safe to use. Personally, I’ve thrown chargers away when vibrating because I just didn’t want the risk of potential fire (normally cheap nasty ones) and have kept others.
As @ndalby suggests, reach out to support for advice and if under warranty perhaps pursue that route for an exchange.
