You’re already a power user, which means your name is already “in the hat” 
I have “Power User” also. But it hasn’t resulted in any followup in my email inbox in the last few years. I’m not at all clear how the hat actually works.
According to the badges page, there are 5210 people with that badge. It is a pretty massive crowd, and they are clearly filtering that somehow.
I think it’s also based on PU history. Such as how many items you’ve bought through the power user program, and what the reviews were like.
Remember- they are looking for constructive criticism in beta testers- so the more your PU reviews reflect that, I would assume you have a higher chance of beta testing.
I also just realised that I haven’t been checking the PU page pretty much at all. I hope I didn’t miss anything good 
It has been effectively discontinued.
May be another name could be helpful.
Power User
Not so much PU history but certainly reviews seem to play a part as I was offered my beta test not long after completing a written review…though beta testers do seem to be favoured in the US from what I’ve seen…
As mentioned by @Insider the PU program has essentially been discontinued for those outside the US…with occasional discounts being offered for US members…though this may have changed since the last update we had…
That’s true, so for us it’s quite useless.

I have had the problem for a couple of months, it’s only replies from Neil, we PMd and apparently admin says it’s unique to me. Guess not.
