Income and expense totally different. Someone in San Francisco has rent of $4500/month, someone in say Texas has $1600/month. The California one to earn $6500/gross to earn $4500/net so the Texan has to earn $2400/month gross to earn $1600/net.
The State then says the person earning $100K has no benefit. So the Texan has money paid for by the person in San Francisco.
