My Powercore PD’s lights never turns off even if nothing is connected to it, is this a common problem?

That looks squarely a broken product, it will flatten itself if it keeps lights on all the time without a purpose.
email support@anker.com, attach screenshot of your order (to prove it was bought from a with-warranty approved seller e.g. Amazon) and quote the serial number, usually on the USB cable they include. Typically you’d get a warranty response in a few hours.
