how do i know my charger is fully charged? are the lights suppose to be all solid blue or only the last light blinking?

What charger are you using to charge that powerbank?

When it gets fully charged all lights on not flashing, after a short period like that then all lights turn off.
So if you plug in you’ll see a flashing light, if you then leave it you’ll return to seeing no lights.

Similar when using it to charge, all lights on showing status. Once device is fully charged the lights on the PB will turn out.
This was helpful when I was charging some headphones as the case didn’t show status during.
