Flood camera motion brightness

I have the light brightness to 30 and 100 for schedule and motion respectively. At night when the schedule light comes on at 30% and a moron is detected, the brightness stays at 30. I expected it to go to 100 to scare the intruder. How can I get this to work. Thanks
