Bought an Anker Powerbank and it arrived with 1 blinky LED

Hi, i bought an Anker Powercore Elite 87W and it arrived today with only 1 blinky LED (battery level). So should i return this product to the seller? I mean, the battery cells could be already aged a little bit because maybe this powerbank was a long time on this low battery level.

I didnt bought it by anker itself because they dont ship in my country. So should i return that product ? What was your battery level, when you bought it?

I have owned a few PowerBanks that came in various states of charges.
Personally I would fuly charge and get using it
