No, Apple has restricted anyone from making them for the time being. The cables you see on eBay and Amazon are not certified by Apple and could do damage to your device.
Edit: it looks like third party apple certified type c to lightning cables are coming soon see article and link below.

On the plus side I think Apple will allow Anker an other manufacturers to produce the c to lightning cable when the new iPhone comes out.

I forgot about this article from early May thanks @ndalby So I guess Apple has finally started the process of letting other manufacturers make lightning to USB C cables. Hopefully we will see them in the coming months. I know an anker version would blow apples cable out of water.
Will hopefully see them coming from anger soon
