Not available anywhere in Australia. I see it’s back on Amazon US, they just won’t ship to Australia.

Same thing here. I am on iOS 13 developer 5 now and just tested and it still does not work.

Update 8/21:

Interestingly it worked for a few minutes on Developer 6 but that was a fluke. Now I am on Developer version 8 and still no go.
