There is no inherent cost increase reason for higher Wattage, it is the PD protocol which requires all higher Wattage chargers to also do lower Wattage, so a 100W must also 45W, 27W, 15W.
So say your laptop has a PD port for charging and it needs 100W, the laptop supplier can sell with a non-PD charger which only does 20V 5A and it would cost less and be smaller than any 100W PD charger.
