I have an S8+ and wonder WHEN does Anker will propose Quick Charge 4.0?

The s8 plus utilizes quick charge 3.0, most any anker product will charge your phone and some will do so quickly utilizing Ankers own proprietary tech. In all honesty your paying more for quick charge feature when Ankers will do the same for less
