Power Port II PD makes Apple Pencil 2 skip when drawing

I bought the Power Port II PD last week because the small charger that come with the 12.9” iPad Pro (2018) is not sufficient to keep up when I’m drawing in high demand apps like Procreate or Clip Sudio. However, I’ve also noticed that I was having a problem with skipping lines. I thought I might be a problem with the pencil since the older version would do that if the top wasn’t screwed in tight. But then I noticed today that when the iPad isn’t plugged in, the pencil doesn’t skip. So then I plugged it into the original charger and same thing, no skipping. So is this a problem with the Anker charger, or something else?
