Does this mean 39 can be achieved when using only one port or is it automatically divided by 2, even when not charging another device? Thanks.

The output is listed as: 3.6V-6.5V / 3A, 6.5V-9V / 2A, 9V-12V / 1.5A, so it looks like one port would output a maximum of 19.5 watts (at 6.5V / 3A).
