OSs have generic database of drivers that are compatible with devices and finds the best suited one to use and installs it automatically (typically).
Contact Anker directly (email@example.com) to figure out if there's specific Ethernet controller drivers for this device.
Its always best to use the latest driver recommended by the manufacturer.
If it's not a driver issue for sure then one can say that its the hardware.
Or if you're able to access another USB-C (thunderbolt 3) computer, try it on there to see if it works.
