Inaccurate mAh specs?

I just bought Anker PowerCore 10000 PD. I fully charged it then plugged it into my iPad Pro with a USB measurement tool. After a while, the battery died after ~4000mAh. Is this normal?

Nevermind. I googled up some answers. There is some energy loss happening when charging at higher voltages.

While you are correct, it doesn’t seem that it would be this drastic. Idk
