Does the Powerport Speed 2 port and Powerport Elite pump out 24 watts to both USB ports?

I am wondering if the ports on these chargers can charge devices with 24 watts to each port if both ports are occupied?

No, 12W per port, 24W total

So, would you say it charges the same or slightly better with the power iq then a standard apple 12w charger?

Yes, the same or slightly better. I would generally lean toward slightly better because of Voltage Boost.
