Anker PowerSolar 3-port 24W and Belkin Power Bank

I have a new Anker PowerSolar 3-port 24W and have tried to use a Belkin Power Bank 10000mAh 5v in and out. The PowerSolar doesn’t seem to work with it the red light comes on constant. Let it switch off and try again same thing. Would I be right to assume the two aren’t compatible?

Just to update you. Anker replied recently with the following: [51] It seems the red circle may be low solar as well so I am not waiting for better weather so I can test it out, but if not Anker seem happy to replace/refund.
